Latvia
Latvia funds individual heat metering in its apartment programme and requires every heat meter and allocator to be remote-readable from 1 January 2027. Its minimum-requirements rule also defines what building automation must do: open protocols, independence from any one manufacturer, and monitoring of temperature, humidity and CO₂.

What this means for your project
Renovating an apartment building
Room control, balancing or remote metering is required or funded in every market above. Bisly Wireless installs all three in about 30 minutes per apartment.
Wireless retrofit for apartment buildingsBuilding new
Few markets fund automation in new build, but the remote-metering rules and the EPBD apply from day one. Bisly Home packages meet them at no added cost.
Smart apartment packagesCommercial and public buildings
Above 290 kW building automation is already required in most markets, and the threshold falls to 70 kW by 2029.
